Nope, it wasn't a vulnerability. Because it was a debugging tool, similar to what is available for every web app online under the term of Developer Tools. Today you can see all requests web app makes, see the code of a web app, and also debug it in depth even on production. At that time there were no such tools what made it so remarkable. Also, it was available only to the developer and wasn't included on production. So developer tool vs vulnerability.
