It literally says that by uploading video you give Tiktok the right to grant rights to third parties. Tiktok can grant rights to third parties but it does not have to. Specifically if you, as the third party is not granted rights, you don't gain them automatically. I'd explore fair use rather to find a proper right to use videos. I am not saying it can cause any trouble but you never know how a copyright owner will react.
